Jason Dolmetsch, P.E.
Vice President
Jason has worked with MSK Engineering and Designing since 1998. During his tenure he has designed and permitted a number of residential subdivisions, commercial and industrial facilities and municipal sewer and water projects. Jason has assisted clients with zoning, planning, and building permitting and has represented them throughout the entire approval process at both a local and state level. His ability to offer a number of engineering services has earned him a vast clientele.

Jason's most recent accomplishments include several small residential subdivisions; grading, drainage and onsite wastewater design for a 1.8 million dollar veterinary clinic; as well as grading, drainage, utilities and a full site and storm water design for a 50,000 square foot self storage facility. Jason also recently co-wrote a grant proposal for an innovative and alternative 8,000 gallon per day decentralized wastewater system and was awarded a $160,000 New York State Energy Research and Development Authority grant which he now manages.

James R. Secor, P.E.
President
Before forming MSK Engineering in 1991, Jim already possessed over fourteen years experience in various construction areas to include interstate highway design and construction, material specifications and testing, building siting and design, and construction estimating, negotiating and contracting. During his five years of service as a Captain in the United States Air Force, he was responsible for multi-million dollar communications upgrades in over 100 locations throughout Europe. In this role, he designed and sited standardized hardened concrete facilities and towers, and negotiated architectural and construction contracts. He managed these projects with a yearly budget of over 500 million dollars.

Since his return to Vermont, Jim has designed, permitted, estimated and contracted numerous projects including a new collegiate sports center, a new car dealership facility, and a fast-food franchise site and facility design. He has project managed additions to commercial structures, the upgrading of an existing industrial facility to meet state life safety codes, and the renovation of an abandoned manufacturing facility. He has also provided construction supervision of a shopping plaza. Along with the commercial aspects, Jim has permitted numerous residential projects and subdivisions that required septic and water design, site development, roadway designs and storm-water management systems. Jim has a tremendous amount of experience with local zoing, planning and building permitting as well as all aspects of state permits including permits from Act 250, the State Agency of Natural Resources, and the Department of Public Safety.
